Yes, goddess Ganga was the wife of Lord Shiva, but first she was the wife of Lord Vishnu, who was married to three goddesses. Lakshmi and Saraswati were the other two. The three wives had quarrel and so Lord Vishnu sent Ganga to Lord Shiva and Saraswati to Lord Brahma. He lived with goddess Lakshmi in Baikund.
