Yes, Sita is an incarnation of Goddess Lakshmi. In Ramayana she is the daughter of Bhumi, the Goddess Earth. When Lord Vishnu took the avatar of Lord Rama on Earth, Lakshmi became Sita. When Vishnu descended as Lord Krishna, Lakshmi took the avatar of Rumini.
