What does Hinduism say about forgiveness or Punishment?

Shri Krishna said that punishment is the kind of help for those who do bad things in their life. And it should be given to every wrong people. But in Hinduism, it is said that Forgiveness is the biggest action. Then why there is punishment? Why did Shri Krishna not forgive all kaurwas in Mahabharat.

It is really not easy to understand Hinduism as in different perspective it teaches different things like guru hatya is paap but in Mahabharata guru Dronacharya was killed. Isn't it?
