Indian Railways have lately embraced flexi fare system in ticketing. It is a dynamic pricing system in which the base fare of a ticket is hiked by 10 percent with every 10 percent of berths sold. However, the maximum limit of increase is 1.5 times of the original price.

Yes, the system is mainly focused on increasing income of Indian Railways. It was initially rolled out for 142 premium trains like Rajdhani and Shatabdi Express in 2016 by Railway Minister Piyush Goyal.

The principle of flexi fare in the ticketing system works up way as well as down way. This means it hikes and declines too based on the demand of the trains. But Indian Railways have only implemented the increasing part and there's no provision of decrease in ticket fare.
